American Pet Association SPCA Guardian Membership. The American Pet Association SPCA Guardian Membership is designed to offer you services which include being able to contact you at all times, including emergency contacts. In some circumstances, it is necessary for the best interest of the pet to release your information to police, animal control or other trusted sources. The APA SPCA reserves the right to release your information on conjunction with the safety or well being of a companion animal.
